The Cape & Islands Youth Council envisions a community where all youth are a success in school, work, and life. We envision a community that provides all youth with opportunities to become productive and satisfied adults. It is toward that vision that the following Strategic Action Plan for the Youth Council of the Cape & Islands Workforce Investment Board is developed.
MISSION. To serve as a catalyst to build a comprehensive youth service delivery system. The Council develops and implements youth workforce development decisions on behalf of the Cape and Islands WIB and advocates for issues involving youth. To successfully transition to working adulthood, youth need access to services that prepare them for success in employment, improve educational achievement, provide overall support and develop their potential as citizens and leaders. The Cape Cod, Martha's Vineyard and Nantucket Youth Council works to ensure these four service elements are available to all Cape and Islands youth.
ROLE: The Youth Council will play several roles in relationship to the vision and mission. We will strategically invest in innovation. We will act as an intermediary between businesses and youth, to ensure that a mutually beneficial relationship between both ensues. And we will be a community facilitator and convener to identify issues and collectively solve problems with regard to our mission.

Selection of youth service providers -The WIA committee meets yearly to release a Request for Proposals for In School and Out of School WIA Youth programs. The WIA funds have been awarded to programs such as the Barnstable PM School and ALP program, Upper Cape Technical HIgh School's Alternative Programs and the Rebecca Amos Institute at Martha's Vineyard High School, among others.
Alternative School Booklet -The Employability/Work Skills committee has released two editions of the Alternative School Booklet, which is a comprehensive list of all known Alternative Programs for youth on the Cape & Islands. The booklets are distributed yearly to high schools and youth service providers.
Annual Scholarship -Annually the Youth Council gives out two $1,000 scholarships to high school seniors who have been enrolled in an alternative education program or who have attended a Vocational-Technical High School.
Out of School Youth Website creation -The Youth Website Team met monthly for 9 months in 2004 to design a website reference guide for youth, focused on employment, training and education. The site, www.CapeJobsASAP.com is the result.

P21-Productive by 21 (P21) is a statewide Initiative, helmed by Commonwealth Corporation, which looks to coordinate activities, at a statewide, regional and local level, between state agencies. The goal of the initiative is to better align services for the most at-risk youth.
Last Fall, the Youth Council, in conjuction with the P-21 Planning Committee held a region wide summit for Youth and for Youth Service Providers. We used Appreciative Inquiry as the method in which we looked at Youth Services on the Cape & Islands. From that day long session we left with a plan of action. We are in the process of implementing many of the action items.***
Work Readiness skills project - The Youth Council in collaboration with JTEC/CO and the School to Careers Partnership is creating a web and classroom based curriculum for youth which will serve as a pre-employment educational course focusing on communication, punctuality and many other skills employers say they are looking for in their workforce.
